An internal appointee should be comfortable working in the transport areas of your business; with good people skills to enable them build rapport with drivers quickly. Dedicated outside firms are also available to perform this role on behalf of your senior management appointee, if required.
An enthusiastic, environmentally aware manager or supervisor is a good choice; however their most valuable skill will be a fresh set of eyes when surveying the vehicles and their activities, so this individual should not necessarily come from the transport or fleet dept.
