Is it a legal requirement for the public sector to appraise energy performance contracting?

It is not yet a legal requirement for public sector bodies to appraise energy performance contracting, however it is government policy that public sector bodies use the Framework to appraise energy performance projects. However, the introduction of new 2030 energy efficiency targets from the European Union (in addition to those already in place for 2020) mean that public sector bodies should be looking more closely at their energy consumption and the measures they can adopt to improve their energy efficiency.
