Programme Manager for Energy Policy & Programme Evaluation
Dr. Joel Franklin is Programme Manager for Energy Policy and Programme Evaluation, responsible for carrying out studies on the effectiveness of SEAI's energy savings, efficiency, and decarbonisation programmes. Before joining SEAI, Joel spent fifteen years on the transport engineering faculty at KTH Royal Institute of Technology, Stockholm, Sweden, publishing research on electric vehicle adoption, green vehicle policies, congestion pricing, and integrated transport/land use planning, as well as leading the establishment of the EIT Urban Mobility Master School.
