Deep retrofit decarbonisation pathway
Further to the revised targets in the Governments Climate Action Plan, in 2021 the HSE and SEAI broadened the scope of the partnership. The Pathfinder Programme seeks to develop a deep retrofit decarbonisation pathway for existing HSE facilities to quantify, assess and evaluate various technical and financial solutions for deep retrofit of healthcare facilities. The 10 no. Pilot HSE facilities progressed through this approach completed Stage 1 Preliminary Design in 2023 and are currently at Stage 2a Scheme Design.
The Pathfinder aims to utilise the best practice learnings from the 10 No. pilots to further develop a strategy to accelerate the deep retrofit of an additional 24 health care facilities using more standardized design approaches to reduce project timescales.
Higher education 2020 call
A competition was launched across the sector in 2020 with a target to decarbonise and retrofit buildings to a BER B. 7 projects were delivered improving the BER rating to B or better. Energy savings of 42% were predicted and are being evaluated during the Measurment and Verification period.
Higher education 2021 call
A second competitive call was launched in 2021 - 8 schemes were selected and will be delivered by the end of 2024.
Higher education 2023 call
The third competitive call was launched in 2023. 13 retrofit schemes have been shortlisted and are progressing to design phase where they will be evaluated for value and impact before progressing to construction phase.
